Tony Andrade,   author, is the proponent    of   the  Electoral Reform    California   Initiative. 
   He is famous for his involve- ment  with  The   Gray   Davis Recall   Committee  where  he 
was   the   Petition   Manager.
   Over   2  million  signatures   

were  collected for  the  recall 

effort.
